Can the Behringer Eurorack UB1222FX-Pro Mix be used as a recording device for guitar, bass, and drums?

Technically yes, but it's absolutely not designed for that. It only has 2 microphone preamps, so that will be quite limiting. It's really designed for DJ use, and expects line- or phono-level signals (like from a CD player or a turntable, respectively) on input. It might work for bass or guitar, though it doesn't seem to have a hi-z input (oterhwise known as a DI... this will give you the best sound) so I wouldn't use it for this.

What kind of drums are you looking to cut? full kit?
