Big Fish Audio and East-West offer online, secure ordering. Big Fish has a fair selection of online demo's. East-West let's you preview select individual samples (loops actually) for purchase and download. I've purchased from both and my preference was for Big Fish. Ilio is also going to offer online orders but I've not checked their site in awhile. zZounds also sells sample CD's. Just do a search on Sample CD and you'll see a decent selection.
I partially disagree with R-Tek regarding how good some of the CD's are. I don't care for the construction kit formats but I can see how some might find them useful. I just bought one of the Steingberg Sounds&Cycles CD's but I've not had time to even open it up yet. It's mixed mode, i.e., AIFF, WAV, REX, Audio. I've one of the mixed mode CD's from Creative Essentials series but I wouldn't buy it again. We'll see how the Steinberg one sounds. IMO, the best CDs are those with long loops and/or lots of variation that you can cut & paste from. A lot of the breakbeat CDs give you lots of loops but no varitions. I'm planning on buying a copy of ReCycle in the near future to help solve that problem.
Try to find a couple hours to knock around a local Guitar Center that has one of those CD listening booths. You'll get a better feel for what is overhyped vs. what is useful.

Jondl - u dont need recycle 2 get variations on loops - just make 8 copies of the same sample, truncate each sample into a 1/8 segment of the original (say the samples 40,000 samples long, that means each piece is 5000 so the 1st copy from 0 - 5000, the 2nd from 5001 - 10,000 etc, etc), Map em across your keyboard and get jamming - all the drum edits u could possibly want. Recycle is usefull, but not essential, dude.

As far as the sample CDs go, we'll agree to disagree. Personally, I'm not big on the prefab dance loops. They're fun but not what I buy Sample CDs for. I go for exotic world beat type stuff. You know, the type of instruments I can't play convincingly using sample. For me, it's a step up from my old Proteus 3/World.

Check out the link above at E/E. It lays out the specific answer you were looking for AND gives a step by step for R-Tek's good idea. The parameter you need to set is the Envelope Mode of ENV3.
