Is there an inexpensive software package available for PC's that allows you to edit and create music and includes virtual instruments? Can Fruity Loops be used for this?

I took a look at your site.
For the kind of work that you're doing with kids, FL is exactly what you need. You can make really good music with minimal skill and build up compositions to a finished level. Keyboard skills are not a requirement, but help (like with any music sequencing program). It comes with plugins for different instruments (bass/piano/drums/synths) and will also use most VST instruments without any problems.
We use it where I teach from the age of 7 and up to adult. It's one of the mainstays of our educational program.
